Who do ISPs and Web Hosting companies buy IPs from???

I want to know that from whom the ISPs and Web Hosting companies buy IPs from to connect to the Internet. I mean where is that organization???

  2. I think you mean a domain for web hosters, not IP, unless you mean Intellectual properties, which makes no sense, lol. And an ISP often connects you to their own, in house network. If that's not the case, then the ISP is either co-owned, or they pay a lease agreement to use the network structure in the area from the company that owns it.
