godaddy.com hands down, you can buy a .info site for .99$ a year! Hosting is also very cheap
yola.com You can use templates and it's really easy to use if you're a beginner. There's a free option, but you can also pay for it. I don't think its that expensive. webs.com You can completely use your own HTML or you can use templates and customize the templates. It's super easy! And it's really awesome. If you do use a template you can still enter in some html to customize it how you want. There's an option thats like 8 or 9 dollars a month and theres a more expensive one. both you get to make email addresses through your site and have your own domain.
