Where do hosting companies get their Google Vouchers and MSN adCenter vouchers?

I am starting up a web hosting business and I notice that an awful lot of other hosting companies include £30 worth of Google Adwords Vouchers upon signup (and sometimes MSN adCenter vouchers). Where do these companies get them? Are they available in bulk to hosting companies?

1. You can get them from google, I believe there are training requirements before they give them to you.
